الهيئة العامة للكمارك تستقبل وفد المركز الدولي لتطوير سياسات الهجرة (ICMPD) دعماً لتنفيذ الاستراتيجية الوطنية للإدارة المتكاملة للحدود The General Commission of Customs Welcomes Delegation from the International Centre for Migration Policy Development (ICMPD) to Support the Implementation of Iraq’s National Integrated Border Management Strategy في إطار جهود الحكومة العراقية لتعزيز إدارة الحدود وتطوير المنظومات المؤسسية بما يتماشى مع المعايير الدولية، استقبلت الهيئة العامة للكمارك، اليوم الأربعاء، وفداً رفيع المستوى من المركز الدولي لتطوير سياسات الهجرة (ICMPD)، لبحث سبل دعم تنفيذ الاستراتيجية الوطنية للإدارة المتكاملة للحدود في العراق. وترأس السيد الدكتور ثامر قاسم داود، مدير عام الهيئة، اجتماعاً موسعاً مع الوفد الزائر، بحضور عدد من مديري الأقسام الفنية المختصة. وجرى خلال اللقاء مناقشة آليات التعاون الفني والمؤسسي، لا سيما في مجالات إدارة المخاطر، وتطوير الإجراءات الرقابية، وتقديم الدعم الفني اللازم لتعزيز قدرات الهيئة ورفع كفاءة العمل الميداني. وأكد السيد المدير العام أن هذه الشراكة تمثل ركيزة أساسية في مسار تحديث العمل الكمركي، مشيراً إلى أن التعاون مع المركز الدولي يعكس التزام العراق بتطبيق أفضل الممارسات العالمية في تأمين حدوده، وتطوير بيئة العبور والتجارة، وتعزيز الحوكمة والشفافية في العمل المؤسسي. من جانبهم، أعرب ممثلو المركز الدولي عن استعدادهم الكامل لتقديم الدعم الفني والتدريب وبناء القدرات الوطنية، في إطار مشروع الإدارة المتكاملة للحدود، وهو أحد المشاريع الاستراتيجية الممولة من الاتحاد الأوروبي، والمصممة لتعزيز أمن الحدود وتسهيل حركة التجارة الشرعية في آنٍ واحد. وتأتي هذه الزيارة ضمن سلسلة من اللقاءات التنسيقية بين الجانبين، تهدف إلى إرساء بنية حدودية متكاملة ومتطورة تسهم في مكافحة التهريب، وتيسير التجارة، ودعم الأمن الوطني والاقتصاد العراقي. ⸻ English The General Commission of Customs Welcomes Delegation from the International Centre for Migration Policy Development (ICMPD) to Support the Implementation of Iraq’s National Integrated Border Management Strategy As part of the Government of Iraq’s efforts to enhance border management and institutional systems in line with international standards, the General Commission of Customs welcomed today (Wednesday) a high-level delegation from the International Centre for Migration Policy Development (ICMPD) to discuss ways of supporting the implementation of Iraq’s National Integrated Border Management Strategy. The meeting was chaired by Dr. Thamer Qasim Dawood, Director General of the Commission, and attended by several technical department heads. Discussions focused on technical and institutional cooperation mechanisms, particularly in risk management, procedural development, and providing technical support to enhance the Commission’s capabilities and operational efficiency. Dr. Dawood emphasized that this partnership represents a key pillar in the modernization of Iraq’s customs work, noting that cooperation with ICMPD reflects Iraq’s commitment to adopting international best practices in border security, trade facilitation, and strengthening governance and transparency within customs operations. For their part, the ICMPD representatives expressed their full readiness to provide technical support, training, and capacity-building under the Integrated Border Management Project, one of the strategic EU-funded initiatives designed to enhance border security while facilitating legitimate trade.
